National Council – composition and powers

The National Council for Assistance and Compensation to Victims of Crime was created to the Minister of Justice under the virtue of the Crime Victim Assistance and Financial Compensation Act.

The National Council is responsible for:

  • The payment of the financial compensations
  • The preparation of a standard form of the financial compensation application in the Bulgarian, English, French and German languages, and the standard forms of the form and protocol referred to in Article 6a (2) and (3) ), of the forms referred to in Article 18 (2) and Article 24 (8), and shall submit them for approval to the Minister of Justice.
  • The development of the policy, the planning and the presentation of legislative and practical initiatives in the sphere of rendering assistance to crime victims
  • The coordination of the activities of the authorities and the organizations which inform the victims about their rights in connection with the implementation of the law
  • Rendering assistance to Bulgarian citizens victims of crimes on the territory of another member-state of the European Union, at filling up the applications for financial compensation and sending them to the competent authority of the other member-state
  • The assignment of the conduct of victimological investigations and the implementation of the coordination of other research programs in the sphere of rendering assistance to crime victims
  • The conduct and the coordination of the information activity in conformity with the law
  • The organization and the conduct of the preparation and the training of staff in the sphere of rendering assistance to crime victims; the implementation of the international cooperation in the sphere of rendering assistance to crime victims
  • The annual presentation before the Minister of Justice of a report on the actions undertaken for rendering assistance and financial compensation to crime victims and
  • Reporting at least once every three months before the Minister of Justice for the funds spent in connection with rendering assistance and the financial compensation to crime victims 

This composition of the Council was defined by Order No ЛС-04-1334/02.08.2017, modified by order No ЛС-04-1396/11.09.2017 of the Minister of Justice.

An Expert Committee was created to the National Council for Assistance and Compensation to Victims of Crime under the virtue of the Crime Victim Assistance and Financial Compensation Act for rendering assistance to its activities.
